Reach of Washington County and the City of Hagerstown Creating Job Opportunities for Homeless

Officials with Reach went before the Hagerstown City Council on Tuesday to outline “Bridge to Change,” a pilot program in which Reach clients would be hired to help clean up the city.

Dana Jenkins, executive director of Reach, said the program would provide clients with a chance to hone skills for permanent employment or a job-placement program. It would boost their feelings of self-worth, reliability and responsibility, she said.

“We’re just trying to prepare them so they have a better chance of being successful,” she said after Tuesday’s council meeting.

The idea stems from another Reach initiative called the “clean team,” which was established in 2013. A group of Reach clients have been cleaning the agency’s cold-weather shelter.

Reach officials noticed that the group learned to work as a team and exhibited the exact skills they hope the new program could foster.
